In each case, the shooter should wait for a period of time, commonly recommended between 25 seconds, up to two minutes, with the firearm pointed in a safe direction, then carefully remove the magazine, extract any mis-fed or misfired cartridge(s), and, with the breech opened carefully, check to ensure there is not a bullet or other obstruction lodged in the bore of the barrel.
I believe the answer is: 10 seconds
When a cartridge fail to fire, the bullet would definitely stucked inside the gun, but the bullet could be completely unmoved or just slowed down. Because of this,you need to face the gun on safe direction in order to ensure that no bullet would come up when you try to open the cartridge.
