Well, I'm not sure if you mean backstory or setting, so I will say both.
Backstory:There was a disagreement between the two animals, so they tried to figure out a way to agree on it. The hare (Being the cunning cheater he is) thought of a clever way to beat the tortoise.
Setting:I believe it was on a track or something.
