I would tell them for question 2,
1. Hey, you got to spend less time in the library we got meetings to go to.
2. I know you like to study and read but, do you think you could do this library thing at a different time?
3. Hey! guess what? i heard they got cookies at the house meeting today
4. How about house meeting first then library.
I would think for question 1,
1. They might be studying for a test
2. they must think the meetings are  boring
3. They would like some alone time
4. They are very interested in something they found out and want to learn more
