Buchanan and was concerned about the fact that if he took any overt action ,this will cause other remaining slaves States forced to leave the Union and he too acknowledge the fact that there is non-constitutional authority for the state to secede. There were several forts constructed including Fort Sumter and Fort Moultrie that were not among the sites that were seized initially .Fort Sumter was design in such a way that it could mount 135 guns. Major Anderson reported to president Lincoln about the shortage of rations and only six weeks ration was remaining . The war started by April 12, 1861.
