It is just a parameter because a quantity whose value is selected for the
particular circumstances and in relation to which other variable quantities may
be expressed. The quantity, 30, is just selected from the 55 total
states.
If
the areas of 50 states are added and the sum is divided by 50, then this would
be the average area of the state which is statistics.
