Philip Randolph, president of the Brotherhood of Sleeping Car Chargers, made the official call for a march on Washington, with the requirement to end segregation in the defense industries.,the threatened march on Washington led to executive order 8802, stating that it should not have is "no discrimination in the employment of workers in defense or government industries because of race, creed, color or national origin.the March on the Washington movement (MOWM) continued. Randolph stated that mowm's goal was not just the breakdown and the end of the war.
