Under President Ulysses S. Grant, the South was subjected to the Reconstruction policies of the Radical Republicans in Congress.

Under these policies:

  • Federal troops were stationed in the South
  • Black people had equal rights
  • "Carpetbaggers" who were Northerners hated by Southerners, ran many businesses and had jobs in the South

The Southern Whites did not like any of this and felt like they were being stifled. All this changed in 1877 when Hayes pulled the last soldiers out as a result of a deal he had made with the Southern Democrats to become President.

In conclusion, Hayes pulling the soldiers out and the Reconstruction era ending, meant that the Southern Whites took back control which is why the cartoon makes it seem as though they thrived under President Hayes.
