The members of the Second Triumvirate are writing a list of people who can live and who must die.
I act 4, scene 1, after they formed the Second Triumvirate, Antony, Octavius, and Lepidus meet in Rome seeking to decide and agree on which Romans should live and which should pass away. Lepidus agrees on the death of his brother, and Antony agrees on the death of a nephew.
So, basically the members of the Second Triumvirate are writing the names of those who will live and those who will die.
