Bilingual means able to speak two languages with the facility of a native speaker. It is the contrary of "monolingual," which refers a person who can only use one language.
The languages spoken can be both native. For example, people living in countries such as Switzerland, are bilingual (or sometimes even multilingual) since the country has four official languages.
On other cases, one of the languages is the person's mother tongue, and the second one, a foreign language learned.
