President Woodrow Wilson did not want to get involved in foreign affairs at this time. This is evident from the fact that the United States did not enter World War I, even though a German submarine killed American civilians when they attacked the British passenger ship the Luisitania. It wasn't until the Allies intercepted the Zimmerman Telegram (roughly 3 years after the war started) that the US actually joined World War I.
