In the passage the dog is not well enough to run to Odysseus and show his excitement. However, it does say he "did his best to wag his tail." This shows Argus' love and loyalty to his master. It is also clear that Odysseus feels love and loyalty to his dog when he must look away "wiping a salt tear from his cheek." Seeing Argus in distress also causes an emotional reaction from Odysseus.
