Currently, Americans overseas must use paper ballots to vote. This can be frustrating since voters must rely on
the postal services of many different countries. Officials thought the Internet would be faster and more reliable
than mail. The Secure Electronic Registration and Voting Experiment (SERVE) was designed to test this idea, but
SERVE has faced skepticism since its origin. Some people felt the system might suffer from vulnerabilities to
hackers, allowing dishonest individuals to alter the potes. The Pentagon argued that SERVE included features to
ensure a safe and accurate vote. Cybersecurity experts, however, urged officials not to use the system.
