They don't heap a lot of praise on him because building the cabin is what's expected of him; they' re there to teach him responsibility and to help him heal. They're not there to pat him on the back.
Garvey and Edwin don't heap a lot of praise on Cole because the cabin represents Cole's life. By not telling him it's perfect and finished, they are telling him that Cole's healing hasn't finished. When Garvey said that he needs to keep a clean kitchen, that also means that Cole has to stay anger free, and not let the cabin, or his life, be messy again
