Stopping distance can be defined as a measure of the distance between the time when a driver applies a break to stop a vehicle that is in motion and the time when the vehicle completely comes to a stop.
In this scenario, I would say that the driver is responsible for this accident because if she wasn't moving at a high speed, her stopping distance would be very minimal. Thus, she would be able to bring her vehicle to a stop without colliding with or crashing into the fence, immediately she sighted the cows.
