in a *civilization, you have to know how to write, and the people could in *cuniform. Another thing you have to have in order to be civilized is a *social structure. In the social structure there are *scribes, *merchants, and *artisans. In the people's *culture they were pretty civilized. They had *technolighy like the wheel, *pictographs, and *ziggurats. So yes I think the people were civilized.
