I believe the answer is A. Italy.
Italy is located in the western part of Europe. And even though there is a time when Italy was controlled by an Authoritarian government (during the reign of Benito Mussolini), they never really adopt a communistic system (the economy still controlled by private sector, but the government took a large sum as tax payment)
