Answer: In the river valley
Explanation: The river valley is a natural, geographically favorable position for the development of early civilizations due to the fact that the land near the river is fertile and rich in minerals. This means that agriculture could have been developed as an important factor in human nutrition, but with the production of surplus goods, also the development of a society and state, that is located around a river valley, i.e. civlization in general. Thus Indian civilization was formed around the Indus River, more precisely in the Indus Valley.
With the development of civilization, the increase of wealth and the strengthening of the state, such civilizations, i.e. empires, could expand the neighboring areas that are not by the river, but it is crucial that the existence of river valleys and their exploitation is necessary for the beginning of the development of early civilizations.
