Let's use freedom of speech as an example. We're allowed to say basically whatever we want. However, when it gets to the point that someone or something is endangered, the person exercising that freedom should limit themselves.
If someone yelled "fire!" in a crowded room, just because they can, that puts the people in the room at risk of being trampled.
If someone threatened to hurt a person, that person's life is possibly in danger.
