I think that this could maybe cause disorder or retaliation. Usually when people or governments come out of nowhere to try to direct a transition of power, initially there can be distrust; people may be unsure of what their motives are. So, I think that if the NGOs had never been involved in the first place, many countries today would definitely not trust them as much to come and ease the transition of power.
