A goverment that is authoritarian in some way might change a map to the side of themselves. For example, Kashmir and Jaipur are being fought over by India, Pakistan, and China without actually fighting. In thier own countries, the goverment will change the maps to show that they have conquered these areas to show the public. Or when China manipulates its maps from time to time to show only in its population how some famous mountains are controlled by China or how before conquering Tibet, China already showed its maps to be controlling Tibet at the begining of its communist rule to gain the support of the people.
