The reason why is that

Rule 1: (side1 + side2) > side3

Case1: 7+ 8 = 15 = length of third side. Rule1 fails
Case2:
8+15 > 7 Rule1 sucess
15–8 = 7 = length of third side. Rule 2 fails.
Case3:
7+15>8 Rule1 success
15–7=8 = length of third side. Rule 2 fails.
So, considering the rules and checking the facts..
it is impossible to create a triangle with above 3 sides.
