In most ways, they are both extremely courageous, Odysseus survived many dangers while his men did not but Penelope stayed faithful the entire 20 years he was gone, despite the many suitors who wanted to marry her which is a very impressive feat. In my opinion, Penelope was stronger than Odysseus, at least in some aspects. She was able to ward off her many suitors with trickery and cunning, like the time when she told them that she would marry one of them once she finished a burial shroud, except at night, she would always redo her work and she just managed to stall them long enough for Odysseus to get rid of the men. In terms of literal strength, Odysseus was probably stronger than her but it takes just as much strength, if not more, to stay a faithful wife, especially for so many years and in the end, they got a happily ever after, which can't be said for many heroes.
