Rome treated its conquered lands with justice, and their approach towards the captured people was relatively good.

Conquered people had to acknowledge Roman leadership, pay taxes, and supply soldiers. Rome allow them to preserve their own customs, money, and local government. In some cases, the conquered were even granted with the rights of Citizenship. Others became partial citizens, which meant they could marry Romans and carry on trade in Rome. Since Rome implemented such generous policies, most conquered lands remained faithful even in troubled times.

Rome was a union and they accustomed the people they captured just as all prosperous empires do.

The Romans had no predicament with granting the Jews the liberty as long they didn't affect Romans. Sadly, a good Jew could nevermore be a good Roman because Judaism prohibits the devotions of other gods. To the Romans, the simple cause to decline Roman gods would be to repudiate Rome.
