Among the choices above, I think the statement that best describes an intensive property of matter is letter B which is " It depends on how a substance was formed." Intensive properties are those property which does not depend upon the amount of substance present in the system. Such as refractive-index, density etc

An intensive property of a substance refers to that property that does not depend on the size or the quantity of that substance that is available. Another name for intensive properties is physical properties. These properties remain the same all the time no matter the quantity of the substance present. One example of intensive property is the density of water. No matter the quantity of water present or the location where you take the water sample from, the density of water will always be the same, that is, it is the same for every sample of water. Extensive properties on the other hand depend on the amount of that substance that is present. Examples are mass, weight, length and volume.
