Only 9 of the 13 states needed to agree with the new constitution in order for it to be ratified. The drafters decided that this was fair since not every state would have the same opinion on the Constitution, since it would effect each state differently. The overall goal was to make a stronger Federal Government which would help reduce violence and evenly disperse the powers of government. 9 states were needed since it was over half of the states making it fair that the ratification of the constitution received the most popular votes. But the constitution alone was not enough for the anti-federalists to agree. They believed that a list of unalienable rights was needed to prevent the Federal government from taking away their rights. So, the Bill of Rights was created and the ratification of the constitution was approved.
