In 1978, the government of China announced its support of one child families. Some time after, Song attended the Seventh World Congress of the International Federation of Automatic Control in Helsinki. This meeting was strongly associated with the Club of Rome and their work The Limits to Growth.
Song brought back these ideas of population control to China, where they were greatly influential. Song predicted that if women in China continued to have three births on average, the population would reach 4 billion by 2080. Alarmed, Chinese leaders implemented the one-child policy.
