Emperor Justinian of the Byzantine Empire thought the laws were confusing and had a new set of laws for everyone in the Empire to obey which were call Justinian's Code.
This may be true because Justinian changes the law of unlawful Christianity because Justinian became Christian, his wife also changed some laws giving woman more rights he did rewrite laws for the Byzantine empire called “Justians code”
