Technically, the Ottoman Empire was already at war with the major powers of the Entente, seeing as they joined the Central Powers in October, 1914. Apart from that, the Armenian Genocide was conducted by the Ottoman Empire, which collapsed in 1923, and was succeeded by the Turkish State. Direct acts against the Turkish State weren't conducted as the Armenian Genocide was conducted by the former Ottoman Empire.
