Try starting the speech as it says , presenting the message to your tribe. I have Cherokee in my veins so you could use a tribe like that for your example. "Dear___People" , or "My fellow tribemates".

Carry it on from there by saying something like "I come to you with unpleasant news." -- "Our people have been denied our own land in the most unthinkable way, and it is time to take action."
