Albania was a closed, centrally planned state but is now a developing country with an open-market economy. In recent years, the country has suffered from a significant economic slowdown. It has infrastructure problems with an uneven electricity supply, problems with corruption, poor enforcement of contracts and property issues, which make it difficult to attract foreign investment; however, the government has made strides to improve the business climate through fiscal and legislative reforms.
