Before there were no concepts of political and civic rights, but no doubt the second estate had political rights whereas the third estate had no political rights. The third estate voted in 1789 (France) just because the king Louis XVI (who was well aware of economic crisis of his kingdom) called for General estates. But even then (in General estates) the third estate was unprivileged.
