The following are the factors that make it possible for some people to become more engaged than others and the measures that can be taken to change that:

Factors:

  • Some individuals are more influential than others and can easily manage to enter into the government through various doorways like elections and personal relationships with the people already in the government.
  • Some people are meritorious and manage to enter into the government on the basis of their talent.
  • Some people are privileged to be of a certain race that has a dominant hand in the functioning of their government and their racial recognition helps them enter the government.

Measures:

  • Personal appointments should be stopped.
  • Only merit-based appointments of officials should be allowed.
  • More efforts should be taken to eradicate discrimination.
