This is due to the relative position of the moon to an observer on the surface of the earth. Due to this relative position, the side of the moon facing the earth and the sun and reflecting the beam back to earth will differ to different observers in different locations.

During a full moon, the whole side of the moon that is facing the earth (remember this is relative to the observer on the earth’s surface) is being lit by the sun. As the moon changes position as it revolves around the earth, the proportion of this side lit by the sun will decrease from a full moon until the section is no longer being shone by the sun hence forming a new moon,
