It is formed at Divergent boundaries, two tectonic plates diverge from one another. New oceanic crust is being formed by hot molten rock slowly cooling and solidifying. The crust is very thin.

Answer: Ocean crust is continuously formed at mid- ocean ridge. As the plates separates at these ridges and the surrounding magma rises into the upper crust and mantle.

As it moves away from the ridge, the lithosphere seems to be cooler  and denser and the sediments built on the top. The youngest layer is created at the oceanic ridge and the older ones get away with time.
