Why did Germany resume unrestricted submarine warfare in 1917?

It wanted to starve Britain into making peace.

It knew that Russia would soon be out of the war.

It didn’t think much of the U.S. as a military power.

It knew Wilson was a pacifist who would avoid going to war.
