In order to completely solve the crisis you would have to have one country with enough money to completely solve the economic problems of many third world countries, however an argument you could make is that governments would need to increase taxes and cut unnecessary spending and then give the new excess money to countries like the ones in Africa that are behind in technology and many other things and create a good infrastructure so that they may begin to catch up and then contribute to the world's economy.
