Answer: Hitler was legally elected as a candidate for chancellor in 1933. He did not rise to power organizing coup. He was elected by the German population. He was the most popular politician of that time in Germany and very often was saying what Germans wanted to hear. He took advantage of widespread nationalism as well and so-called volkisch thought. Hitler became very popular among common Germans, he was able to convince them that the ennemies are outside Germany: usually Jews, Communists, Western decadent democracies. Economic crisis in the end of 1920 worked in his favour. When he became a chancellor he did all the measures to become absolute ruler of Germany. Opposition agains him was very weak.

Explanation: Hitler was a leader of NSDAP, i.e. Nazi party which was founded in 1920s. He took advantage of widespread anti-semitism and frustration because of Versailles Treaty.
