One of the first reforms he did was to cripple the nobility. He ordered them to leave their lands and after doing so, he took care of the lands himself. He then organized China into provinces that were subdivided into smaller units. The second reform he did was to have the provinces then be governed by governors who were appointed by the emperor himself. The third reform was to standardize the Chinese script, weight, and measuring systems. Also to standardize the axel lengths on carts.
