Yes it is illegal to act like this because there is something called employee right and one of them is to be comfortable and not to get sexually harassed. Yes you and your coworkers have every right to complain about this misbehaviour. One way to complain is to go the head of the hospital and tell them everything with your coworkers or just write a letter and have it signed with every person that was harassed by her.
