Articles of Confederation were the first Governing document of United States and gave explicit and undue powers to the states than the federal government. It was considered to be ineffective at the long run and there came a necessity of change and hence the constitution was drafted.

Articles of confederation furnished the congress the authority to employ the armed personnel but not to select the number of soldiers from each state and from an army. Command to accumulate and levy taxes was given to the states. Congress can only ask for requisitions from the states in order to finance the war charges but the states rarely contributed.
Congress had the authority to print new currency which lost its value and hence congress was at one time gone bankrupt and could not pay the money for the soldiers. Congress had the control to enter into trade and financial alliances with other countries but states were given the exclusive power to declare and execute war.
