When someone is quiet that basically means that they will still have friends and sit with other people but they just don't communicate very often.  When some is being withdrawn this means that this person likes to stay away from everyone and basically all social life. These people are 100 times more quiet then those other people. These two topics are mainly similar but can be different.

I agree, that there is difference between being quiet and withdrawn; being quiet means a person is being silent, calm, and less talkative whereas withdrawn means a person is socially detached and do not like to be communicative.
