Lyle is incorrect because 1.23 has 1 whole and 0.89 doesn’t so therefore it isn’t greater than 1.23

The statement that Lyle made that 0.89 > 1.23 because 8 tenths is greater than  2 tenths  is not right.

The numbers Lyle is comparing are decimals.

An example of a decimal number is 13.84

1 is the tens value.

3 is the unit value.

8 is the tenth value.

4 is the hundredth value.

In order to determine the number that is greater, compare the numbers that occupy the units value. The number in the units place of the number 0.89 is 0. While the number in the units place of 1.23 is 1. 1 is greater than 0. This means that 1.23 is greater than 0.89.
