Firstly, recommended modification is sent to a long deliberation in both the houses of Congress. After which 75% approval of both the Houses are sought. Next it is sent to the states where 75% of the states’ approval is obligatory.
Secondly, forming a convention in which 75% approval of the states’ legislature is required to amend the laws.
Many amendments were carried on till now but thousands of them were discussed in both the Houses of congress.
I won't be creating the infographic but will describe the steps to the most popular method of amending the Constitution. You can then put it in a flow chart.
The steps of the first and most popular method of amending the Constitution are:
- Approval by Congress - Both the House of Representatives and the Senate need to approve the relevant amendment by a 2/3 vote or at least 67% of the vote. The amendment can be proposed in either chamber of Congress.
- Documents sent to states - State legislatures need to vote on the amendment so the relevant documents are sent to them by the National Archivist.
- States vote to Ratify - Legislators in State legislative chambers vote on the Amendment by saying "yay" or "nay". A majority vote is needed in 75% or 3/4 of the State legislatures.
- Announcement - If the amendment was accepted by 75% of state legislatures, the National Archivist will then announce that a new amendment has been added to the U.S. Constitution.
In conclusion, the method described above is the method that has been used to amend the Constitution the most times and so would be most relevant to your flowchart.
