The House of Representatives is the direct line and representation of the people and therefore that body has been given the power to charge an official of an impeachable crime. Investigative committees are then created and the trial is held in the Senate to determine if the person should be impeached, meaning they acknowledge that person has done something criminal or offensive to the office they hold.
