Your sister is starting 9th grade next year and is thinking about going to college. What step would you recommend she take first?

Take a placement test and she if the college she want to go to will take someone her age usually Tech school have some programs that will take people at 16 but some might not.

have her score high on standardized tests, research interests, figure out transportation/accommodation once she leaves HS.
