Let's pretend it says Y = -4x-1
We have a downward (-4) slope that crosses the Y axis at -1

Now we're looking for Y < -4x-1
So let's pick a coordinate and plug it into the equation. You can pick from anywhere on the grid as long as it's not on the line we just drew (so pick something above or below the line).

Plug in the coordinates
(I picked (0, -5) because it will probably be easy to calculate, since it's on the Y axis)

Y < -4x-1
(-5) < -4(0)-1
-5 < -1

The statement -5 < -1 is true, so you want to shade in everything on the grid below the line, since (0, -5) is below the line (if the statement was false, then we would be shading above the line).
