When it has the line under the sign that means the dot is closed. For example that is closed because it x is greater than or equal to -1, so if it has a line under the > sign that means the dot is closed

keep the circle open if it there is no equal sign underneath the greater than or less than, that is because if there is no equal sign, then that value is not included, so it is open. If there is, then the value is a part of the solution, so it is closed circle to represent that it is part of the line.
