Because the plate is moving over the hot-spot, the volcanoes are moved away and detached from the hot-spot, so they stop being active. The hot-spot though continues to propel magma upwards, so it forms new volcanic island, and the process goes on and on, so a chain of numerous volcanic islands is formed, and maybe a new continent in the future.
