Consider this quote from Mark twain: "Evidence.... proves that prohibition only drives drunkenness behind closed doors and into dark places, and it does not cure it or even diminish it" -mark twain
Mark Twain is saying that prohibition or outlawing alcohol does not get rid of the drinking problem. It actually worsens it because people will still continue to drink alcohol, but in secret and they will try to acquire alcohol illegally.
