The Executive Branch of the Federal Government defines the areas in which it will spend the country's funds through the Executive Budget Process. This process consists of 3 phases:

  1. The Executive elaborates a budget proposal.
  2. The proposal is submitted to Congress for its revision and subsequent approval. if rejected, the Executive must elaborate a new draft according to the observations made by Congress with the expectation to have it approved.
  3. After approval, the President executes the approved budgetary legislation.
